CASER Petitions Marine Minister Over Alleged FOI Violation by NIMASA

The Executive Director of Citizens Advocacy for Social and Economic Rights, Frank Tietie, has disclosed that the advocacy group has written to the Minister of Marine and Blue Economy, Adegboyega Oyetola, over an alleged refusal by the leadership of Nigerian Maritime Administration and Safety Agency to respond to a request for information.

According to Tietie, the request was submitted under the provisions of the Freedom of Information Act (Nigeria). The request sought access to certain information held by the maritime agency. However, the group claims the agency has not responded within the timeframe required by law.

The advocacy organisation therefore escalated the issue by writing formally to the minister responsible for overseeing the maritime sector.

Advocacy Group Raises Concern

Tietie explained that the request was directed to the Director-General and Chief Executive Officer of NIMASA, Dayo Mobereola.

He stated that the information request followed procedures outlined in the Freedom of Information Act. The law allows citizens and organisations to seek access to public records and information from government institutions.

However, CASER alleged that the agency failed to respond to the request despite the legal obligation to do so.

As a result, the group decided to bring the matter to the attention of the supervising minister.

Appeal to the Marine and Blue Economy Ministry

In its letter to the Minister of Marine and Blue Economy, Adegboyega Oyetola, the advocacy group requested intervention on the issue.

CASER argued that compliance with the Freedom of Information Act remains essential for transparency and accountability in public institutions.

Therefore, the organisation urged the minister to ensure that the maritime agency responds appropriately to the information request.

Tietie stressed that public agencies must respect citizens’ rights to access information as provided by law.

Importance of the FOI Act

The Freedom of Information Act was introduced to promote openness in government operations. It enables citizens, civil society organisations, and journalists to obtain information about public policies, spending, and administrative decisions.

Supporters of the law believe it strengthens democratic governance and helps prevent abuse of public office.

When government institutions comply with FOI requests, they demonstrate transparency and accountability in the management of public resources.

However, delays or refusals to provide information often raise concerns among transparency advocates.

Call for Institutional Accountability

CASER emphasized that public institutions must uphold legal obligations under the Freedom of Information Act.

The group argued that failure to respond to lawful requests undermines the principles of transparency and public accountability.

Tietie also noted that access to information remains a fundamental part of democratic governance.

He therefore urged authorities to ensure that government agencies comply fully with the provisions of the law.

Awaiting Official Response

The advocacy group said it is awaiting a response from the Ministry of Marine and Blue Economy regarding the matter.

Observers say the ministry’s reaction could determine the next steps in resolving the dispute.

Meanwhile, transparency advocates continue to stress the importance of strict compliance with the Freedom of Information Act by all public institutions.
